My proof of accommodation is going to be my sister’s apartment in ffm. For the city registration, who should be filling out the anmeldung form? Any guidance? My visa is not yet in. It will be tentatively received on 18th oct.

Then your sister will need to provide landlord’s confirmation, which confirms that she is allowed to register you at the address. The form will need to be filled out by the landlord or property owner, giving permission for your registration at the rented apartment.
If a person receives the Opportunity Card, they cannot take their spouse along immediately unless the spouse applies for their own Opportunity Card separately. You can only bring your spouse on a dependent visa after you secure a job and convert your visa to a category that allows dependent family members to join you, such as the EU Blue Card.
