Yeah, as her final lifebar starts, the map crumbles. As the final boss gathers all of her power, the characters gather theirs, as they must do a last stand against her. That's when this music kicks in, overcoming any other music until you defeat her.
It's more of _both_ sides busting out their heroic second wind. The final boss is unleashing absolutely everything she has, uncaring of what that may mean for her, and in response the entire collective incident resolution team unleashes the raw might of Gensokyo itself - and basically write themselves a license to absolutely _stomp_ the final boss' last lifebar into paste.
@@kiraina25 thrre is a strem in youtube (40 min long) where, after triggering the boss, he buffs for like 15 minutes. He one shots the final bar. In fact he does an easy overkill

This song isn't the game's title theme, it's a remix of the title used for the bosses last attack
