Some cars meet this criteria because of (for instance) a broken bumper and headlight. As long as a vehicle is repaired correctly and sold as a damaged repaired vehicle there shouldnt be a problem.
Problem is, people (mostly foreigners who have no idea of vehicle safety and how systems work and originate from country's where they don't care about vehicle safety) are "Fixing" then badly, I've seen multiple instances where airbags had gone off and they cut them out and put resistors in to trick the ECU so the light comes on and goes off as it should, also seatbelt pretensioners in seatbelt having there metal ball bearings removed, under covers used to hide holes is chasis, metal mounting points being broken off and welded back on in random positions so the car will never drive straight, self tapping screws holding panels together, I've even seen a ring end of a spanner used to pack out a gap between the chasis and subframes. Even seen ones that have had there tracking adjusted at a offset position so when you drive it puts the steering wheel straight but when you hit a drain or pothole it would skip all over the road, I will never buy a car that's been clapped up in a accident.

They never take the time to get to know their needs that is paramount for their use of the vehicle. Women are more stupid and vulnerable. If they invest a little money to get the vehicle tested / evaluated by AA / RAC or a reputable mechanic, they would be wiser and well informed. They should also allocate at least 10% of the purchase price for getting it fixed after purchase. I recommend local Garage with good reputation. The charlatans are big Chain garages. Additionally, like in America, there should be an independent Organization like the Better Business Bureau ... to entertain complaints. Additionally, most car users of today are unfit to drive a car though they have a Diver's Licence. They brake incessantly, they play music at the highest volume, women do make up while driving and chatting with their friend on the mobile, their kids are fighting in the back and then they blame when they hit the car in front for braking at the traffic light ... A car is a weapon that requires careful handling. It can kill, worse, it can make people paraplegic ... No car drivers thinks that way ... Keed your distance and concentrate on driving. You can listen to the music at home.

I have had to get Trading Standards involved before and the mobile mechanic got fined. But his excuse in court "I did it as, I was desperate for money and struggling to pay my bills". If your going to make up a false job for the car in repair, at least repair the original fault properly!
