I always took "the hand that mocked them" to belong to the sculptor, as in, making this statue they were mocking an infamous figure with the frown and the sneer.

Definitely one of my all time favourite poems, but that line 'The hand that mocked them, and the heart that fed' has always bothered me. More elaboration on it's meaning from anybody would be great.
I always thought it was a statement on what the statue has outlived. Ozymandias' statue has outlived "which yet survive... the hand that mocked [those passions]" is about the hand of the sculptor, if we assume mock could be used in the same way as mimic. "And the heart that fed [those passions]" refers to the King's heart, which creates that imperial sneer. I think the point of the line is to illustrate that the statue has outlived the thing that created it (the sculptor's hand) and the thing it's based on (the cold heart of the king)
