While studying you can get her a dependent visa, yes she is eligible to work full time,, and you can bring your kid as well, I would recommend consulting an immigration lawyer, as the permit depends case by case.

1. Please advise on the software I need to relearn as a CAD technician. It has been over 15 years since I last worked on drawings, so my skills are quite rusty.

yes you can get in, only if you score good in gate and have strong portfolio.
How much is the starting salary for an architecture
After b-arch its 20k to 40k per month, if you do it from iit it might go to 50k plus and after masters from iit, it can be 1lakh plus pm in private sectors.

90+ is needed
Totally depends on cutoff, GATE 2023 cutoff as 33.3 marks out of 100. Just qualify gate and get into AICTE approved college. 90+ is not needed
Even the GATE 2023 1 ranker scored 78/100. 90+ is impossible to get.
