2nd method if you cant drive the 'ghost' car: -Ride on freeway in alleyway to start 9MM mayhem. -Quickly kill the first target so that he falls off pcj600 then kill your driver by shooting him and fail the mission. -Then quickly go to the pcj600 and drive it into water (don't worry its waterproof) You will fall through blue hell and glitch yourself to Staunton Island.
Another way: After drive though the lock gate to subway you can exit the car and wait for the train to arrives then you can reach other island but not for 3rd island

what i used to do back then was get a boat to the shore side in between portland and staunton and i would drive the boat up on to the land and then i would push the boat to the other side and then i would get in the boat and drive to Staunton

You have to kill the biker when he is near the alleyway otherwise it will disappear
