Can I connect these tif files to the boundary shapefile or do I actually have to look up where these weather stations are and download that shapefile to start this?

How can I merge all monthly raster in one single raster file?
They are all for one location but for 12 months.
First use composite bands of monthly rasters to get a single raster (Arc Toolbox - Data Management - Raster - Composite Bands). Then go to Spatial Analyst Tools - Local - Cell Statistics. Add the above generated raster and in overlay statistic click "Sum". This will give you annual total rainfall data. Use raster to point to get the data in point format and then interpolate for annual map
