I believe Sonic Saturn was a Prototype from second dev team of Sonic Xtreme as far as I remember. Or maybe it's a later attempt of one of the devs to recover everything they've made so far. But mostly, yeah, they can't be counted as the same game.
A "location test" is basically the arcade equivalent of early-access, a prototype of the game is held in a public location for players to try it out and give their feedback to the developers, often times things are either changed around for the final release or the game is outright scrapped.
