It seems to me that when they hug it is the same as a kiss for someone else. It's been obvious that bellamy loves clarke for a while now. However in the season 5 and this season clarke is now able to acknowledge that she loves him too. We shall see if they finally act on it.
Bellamy's loved her since season 1. I think she's had feelings for him from the same time, but they weren't as deep / she didn't realize so she loved other people but now she realizes that she has those feelings

She actually loved those people, while Bellamy has had other girlfriends but has never put them in priority over clarke, which is why I think Bellamy loved her more deeply than she did him (at least in the first 3 seasons)
I think that Clarke has subconsciously known she loves Bellamy for a long time, but it really began to manifest as a conscious thought that she’s in love with him in S4 around the time of The List. At the same time though, I believe she didn’t feel worthy of his love back then-and I suspect she still doesn’t, but she’s more aware of her own feelings now.
