Congratulations to Agila Pilipinas for this informative and helpful video! I remember writing a similar article about this in the September - December 1996 Issue of the Philippine Scouting magazine.
On cut 2:03, the Carrick Bend is a representation of the Eagle Scout Medal. Logically, one should not wear the medal at the same time with the Carrick Bend. And therefore, when I wear my Carrick Bend, I do not wear the medal. The Carrick Bend is enough to signify that I am an Eagle Scout. The same goes with Eagle Scout Rank Badge for youth members. But this is just me and what my mentors taught me in the Boy Scouts of the Philippines.
You are absolutely correct, there is no ruling on this in any guideline. And if there is no ruling, I just use my common sense.
Additionally, on cut 2:36, the video mentioned that "only few Scouts had and have the opportunity to be promoted as Eagle Scouts." One is not "promoted." I think "earn" is a more appropriate word. We "earn" the Eagle Scout Rank!

Good morning po. Is their a deadline po or age bracket upon earning merit badge ? What if im an eagle scout can i gain a merit badge even im above 18 years old? Thank you

as long as you are duly registered as a senior scout, if your age is not necessary for senior scouting. I suggest you focus on rover scouting and be trained in BTC and ATC hehehehe
