It is. Robin isn't the best follow up dps support, instead, she is the best support for follow up team, there's a difference. Any dps that is played within hypercarry setup, regardless of whether or not they do follow ups attack, Sparkle is light years superior.
In other words, the situation where Robin is meta is quite niche, that is in a team where follow up attackers bunch together.
