The rasengan ex ult only has one problem and it's a major one. You do not have any way of entering f4 with that ex ult.

Naruto TFS is also getting strip of his invincibility and CP when casting his Rasengan ExUltimate, you could actually defeat a Naruto TFS unit even it is casting his Rasengan, that’s also the problem of not having a true ExUltimate
