    Hey, what does the frequency and amplitude of a static picture mean? I only understand these terms with respect to waves.

      You can decompose a picture into (2D) sine waves. In fact, a time series signal is also "static" in the sense that in offline analyses, you have the whole signal and all of its time points. Maybe it helps to think about a picture of a rock dropped into a still lake -- that rock will produce ripples in the water, and you can represent those ripples using spatial sine waves.
