उनका जवाब भी आ गया है।

Generally, the government is the one who funds scholarships and research in Brazil. I've met Pakistanis, Indians, Africans and Latin Americans doing a PhD here funded by our government. It's possible. It's done directly through the program you choose. You have to be selected to the program and get a good position in the selection, generally. We had a lot of money for science 10 years ago, nowadays we have way less.
But I would suggest you to focus in the US or Europe. Better institutions and better funding.
