The Tories don't answer questions directly in parliament and now the same can be said in parliamentary committees, a simple yes or no will suffice. As a voter I want direct answers, not waffle, bluster and avoidance. 🤬🤬

The question was put in a very hostile way and the minister was repeatedly interrupted, making it difficult for him to say anything.

The minister does answer the question and quite comprehensively. He simply says he's not involved in that level of detail. He is just encouraging the two sides to reach agreement. I think that's an answer and pretty sweeping. Not only did he not specify some precondition about DOO, but he did not and would not make any stipulation at that level of detail. He doesn't want to respond to details of a news report he hasn't seen and fears some kind of trick question. The questioner here continually interrupts the minister while he is trying to give an answer. All rather frustrating but not a 'refusal to deny' as the Guardian claims.
The report the questioner is referring to doesn't need to have been read by Mark Harper because it's about Mark Harpers alleged actions. The questioner is asking; did you do the actions that are alleged in this report? If Mark Harper was the one that has intervened to add DOO to the proposal at the last minute he would know. If he is not involved in that level of detail then he should deny it outright and say no, I've not done that, that'snot my job. But he doesn't, he reframes the question. That's the issue.

Saying "I'm not involved in that level of detail" only indicates that they possibly didn't recommend that exact measure. The *generous* reading here is that he's being truthful, and requested the introduction of any measure that guaranteed the proposal's failure.
