Gentar was called empty was because they didn't know what his power was, a fusion between lighting and earth is generally a bad combination since earth isn't really a good conductor for lightning. Unless you take in the minerals within the earth like iron or metals. Thus they later figure out that he acts like a battery. Once he absorbs lightning, lasers, etc. he powers up and becomes like a transformer. His fast like Hali, he can throw his hammer and teleport through it sometimes. It's funny cuz he could be called the weakest, but his a bad match up for the strongest fusion; Supra. Since he'll just absorb any attack and therefore power up.
