The difference is Tucker is as bad as the people he is ripping to pieces, Glenn stands out because he is different to rest as he still has shreads of decency in him, one of the background stories (if you think back) through this series is Glenn realising he is better than those around him.
Except Tucker has a personality. Adam and Fergus are just nothings - Glenn was far too generous when he used such profound adjectives to describe mediocrity.
I always interpreted it that he is so used to being constantly shat on by every fucking person in the room that this was a nice change of pace, he finally saw it from another perspective and it was hilarious to him- while to them it was shocking.
Phil's so used to being shit on by everyone and anyone that he doesn't even get offended anymore. Poor Phil. Though I do think he was satisfied seeing Emma get called out. She was a real bitch.

the beauty of this scene is that glen's character has spent the better part of the entire series being a kind of soft spongey public servant doormat to almost every other character in this series. He's been nice and trusting to a fault, only to have others lie about and criticise him behind his back, and this is finally his malcolm tucker moment. it's so well earned, and so satisfying to have the doddering conservative coalition eviscerated behind all of that faux progressive virtue signalling technobabble wank
I think it’s more that he genuinely understands Glenn. He feels sorry for him. He doesn’t even care that he gets some of the shrapnel, he just feels bad seeing a former adversary having fallen so low, and because he sees his future in Glenn.
This is the moment in the show that perfectly skewers the ignorance of the political class. Glenn articulates exactly what any normal person would think of all of these people and they just snort and dismiss it.
Even though I watched this for Malcolm and he's my favourite character, I have to say this speech might be the best/funniest part of the show XD. It never gets old. Glenn is great.
What makes this scene so sad, is how little of a fuck the whole department gives. He is trying to shock them into behaving sensibly and they can only laugh. This is our government.
Poor Glenn! It's the final testament to what a joke he is to everyone that even when he's telling home truths everybody just finds him funny or is totally indifferent. Malcolm seems to spend half his time telling people those sorts of things about themselves, but he manages to leave his victims feeling simultaneously eviscerated and flayed alive just with a look and his voice, whereas poor Glenn has to actually brandish a weapon before people will even let him speak his mind. However, TTOI can't come back, purely because of what happens to the characters. Tucker would have no influence, so you would lose any joy of watching him going around as an enforcer, Stewart (Stuart?) was also sacked, Nicola will be on the back benches, as well as Ben Swain, Glenn will have given up and the Lib Dems (Adam and Ferg) will be no where to be seen. The only even slightly likely thing would be Mannion holding onto being an MP, but he would no way be DOSAC minister and Terri might still be floating around. You could, feasibly, parody the whole Brexit campaign with these characters, as loads of former MPs came out of the woodwork for that in real life, but I just don't think it would be that funny, purely because the real-life of politics has become such a joke.
I think Ianucci's said there's no point in bringing it back, because real-world politics has become so absurd that it's impossible to parody it -- or, at least, to parody it in The Thick of It's more true-to-life style.
