Hecatia is so peak. Threatening to drop you to Hell just for bad-mouthing her really reminds you to watch your tongue when speaking to god. She's the only goddess in Touhou aside from Okina that has the terrifying aura a divine being should have.
And yet, even Hecatia cannot overcome Reimu when she starts truly floating. Were it to come down to an actual fight, Reimu's Musou Tensei would defeat even Hecatia. Eventually.

My guess is that sufficiently powerful beings like Hecatia or Yukari have something in their ridiculously diverse skillsets to seal away Reimu's floating ability momentarily.

The relevance they have to Hecatia's character come from both her role as the Goddess of hell, but also her roles in the Greek and Roman mythology, which interpreted her as a savior (also seen in the use of Hossana, which is the Greek for "please save us") and with both domains and free passage in Earth and the Heavens.
