My theory is that while Elizabeth was always the true villain the accomplice was not set in stone. There was about the same amount of circumstantial evidence and rumours for each character so that any of them could be implicated. It truly was a murder mystery game because it came down to who could play their part, and the scenario, well enough to avoid suspicion. That is why Gigi said what she did for each vote: if it had been more divided, if someone was voted out who no one had made any good arguments for, Gigi might have interfered.
