this is not a thermal issue cuze even with poor thermal paste u can get descent fps only temperature will increase also as u said 70° is normal... i think The person who sold this to you have damaged the power supply circuit of the gpu not the whole card because your gpu is still working so its not fully faulty just messed up with something like i said so it seems solvable well ofcourse u cant claime the warrenty tho still tell your friend to reapply the thermal paste and plug the gpu with a gud powersupply (700 watts would be better)on a different motherboard which has a descent cpu and install the latest driver and try a well optimized game like battlfield 1,prey etc ... I hope your friends get what he payed ... Parents hardly invest money for their children in these kind of products so guys please take this video as a awarness and spent money by researching atleast twice before buying. To test the card properly you should use a benchmark/stress test like Unigine Heaven , 3D Mark or FurMark. Cinebench is a very poor program to test a GPU. Cinebench is primarily for benchmarking a CPU.
