what happens if the email is deleted from mobile device, outlook on android or IOs. Is there any way to assign full permissions but prevent users for deleting emails from shared mailbox?

Mobile or OWA deleted items will still end up in the users deleted items folder. What you can do in this case is not giving them delete permissions. But this has the effect of users being unable to move items between subfolders of the mailbox, since delete permissions are needed to move the items between subfolders.
I raised a ticket with microsoft but they confirmed that it‘s not possible any other way

Deletion didn't work.. already had a general folder, added a DWORD with the same name as yours and kept the value as 4 and hexadecimal. Same as your, not working.

Maybe try adding the General folder and adding the key?? Or maybe you have a different version of outlook, not sure.

Press rightclick on the folder and then navigate to HKEY_CURRENT_USER, you can't see the folders because you are probably browsing system-wide configurations.
Outlook and these kinds of settings however are user-specific.
