I think why some people think that Kacchako is an abusive relationship is because people would assume that Bakugou would always be angry at Uraraka and hit her. But if you watch the show you would realise that he has never once laid a finger on any of the women, even his own mother who hits him and yells at him. So no this isn't a toxic relationship, in fact I believe that Uraraka would balance out Bakugou.
The one time he ever hit urakaka was when they fought in the sports festival. Which he had to do in order to win, I think people think that he would always hit her like that as you said. I agree with you 100% they are not a toxic relationship, bakugo only has really bad anger issues and will most likely smooth them out in the future and maybe become a lot softer. Hopefully.
