@josh2620 This FZ1 is actually owned by a good friend of mine. I seated the idle mixture screws, then turned them out 2 & ½ rotations. Then, I instructed my friend to use an analog carburetor syncing tool that I donated to him once upon a time. It basically uses vacuum and has 4 analog guages on it with a rubber hose connected to each guage. The needle will rest at a spot while the engine is idling. There are specific screws on the throttle body cam mechanism that are used for adjusting the throttle body plate position. It is adjusted sequentially from one side to the other. I'd confirm online, but I believe it is left to right. It's been several years since we worked on those carbs. You have to remove the bike's vacuum lines from the carbs so you can attach the hoses of the sync tool. You should have the gas tank unbolted and set to the side or elevated so you can sit the sync tool on top of the frame above the carbs. Do not disturb the tool while adjusting the throttle body sync screws, as you will be watching the needle as you adjust. Additionally, turn the screws slowly. Vacuum pressure responds to rather fine adjustments, just like fueling. You want to get them even. You're not trying to adjust to a certain number per se. Just make the needles rest at the same spot.
