I was a Air Transporter in the Air Force (same job these people are doing with building pallets and loading them in aircraft). It's pretty hard to drop a pallet with a forklift when you've had enough practice driving one. We would have All Terrain forklifts for driving on non paved surfaces (like a cargo yard in deployed areas that were a big dirt and gravel lot), and I don't recall any pallets falling off my forklift tines. The cargo also has to be packed pretty tight so that it doesn't shuffle around when the aircraft takes off. So even if a pallet fell a forklift, it likely wouldn't damage the cargo. When you drive around with cargo, you keep the tines close to the ground. You wouldn't drive 50 feet with the cargo 5 feet from the ground. We'd sometimes have to rotate pallets 90 degrees (they're rectangles, not squares), so you could put it on the ground, then put your tines on the ground so you could scoop it right up from the other side.
