A lot of techno is defined by the types of sounds used, types of instruments (tr909, tr808, sh101, dx100, dx7, casio CZ etc.,), use of harsh vocal samples, its similarity to a lot of 80s synth pop and industrial, the way patterns are arranged, effects etc., and a retro-futuristic/tribal sound. These shouldn't be definitive defining points, but they are strong indicators. Even though this track has trance elements as you've pointed out, it has far too many techno characteristics to make it trance
Trance is just techno's german offspring anyway. It's not all that surprising that there might be some music that falls in a grey area between the two styles...
