The reason was that it remains greenish in winter, so that they could show off "their good work" in winter as well). All the "forests parks" around Tehran (and other places like the Persepolis) is made out of this unsuitable, user-unfriendly needle pines, instead of the native elm, oak, chenar or poplar trees. Those native trees grow fast, need little water, and provide ideal space for people browse an picnic.
