I would say depending on the champ. Like Ez gets a lot of AS from passive and is a champ that do not really need to aa a lot, he acn just reset with Q, so blood like is much better for him. MF it's the same, she gets the AS from W, and can reset with Q. Things like that. Unless you go with a champ reliant on AS i would practically always go on bloodline.

Ping doesn’t matter unless you get ping above 250. It’s just your poor reaction time and low ability to predict your opponents skill shots. Don’t use your ping as an excuse. Ping only matters in high elo because every little thing helps you get that edge to win. Mid-low elo not so much.

u should try ghost on vayne ! it gets 4-7 bonus duration when u kill champs just like ur r, if u have a yuumi with heal it would be insane.
