FINAL : natural senery places are too good worth visiting but the mode of reaching has travel difficulty and looks highly risky, very costly too .
“HEAVEN ON EARTH” is not for tourists or not applicable to tourists . “Gondola ride”(lift to top) is fantastic and must visit if you travel to this region .
Ideally everyone in public expected tourist to have a car with driver and loads of cash in your pocket and obey all rules set by tour operators . They want tourist to avoid discover , explore , DIY , budget travels … tour operators want you to become 200yrs older and ride pony and stick to their cars for sight seeing even if you have one car .
There is a hate for technology , google maps , mobile phones and information you gathered on your own .

Snow wont be there. You can find only in phase 2 Gulmarg that too old snow.

Chandawari was closed at that time in Jan. Not really sure about price.
There is a taxi stand in Pahalgam you will get a taxi easily.

Kashmir is great in every weather. March will be pleasant as well. You don’t need chain car in March, roads will be fine.
Gandola Ride is available in Gulmarg. Do watch that video for more clarity.
