Basically your description of the function of a viscous type tvd is correct. I would like to add that the damping happens between housing and ring by putting the silicone oil in a shear load. I would also like to add, that even as silicone oil (Dimethylpolysiloxan) is still the best marerial for this purpose, it's properties (stiffness and damping, G' and G") are still highly changing with temperature and vibration frequency. It is therefore mandatory to perform a tva of an application and by choosing different viscosities and by designing the shear gap between housing and ring tune the damper to the application. Viscous type dampers are applied on combustion engines from passenger car to large 2- stroke marine engines, as well as many industrial applications.
