I think the main problem with Kid Buu and Janemba's card art is that almost every other ultra has a part of them that flows or animates slightly, whether it's their hair, their clothes, etc. Kid Buu and Janemba don't really have that (Although I guess Kid Buu's shorts would have been a possible thing they could animate for his card art so I'm not sure why they didn't do that.), so that's why they have barely any movement. However... Ultra Omega Shenron kind of contradicts this, as he has a lot more movement despite having nothing obvious about him that would animate in his card art, as he was a F2P Ultra. If whoever does the animations for the ultra card art had put in as much movement for Kid Buu and Janemba as they did with Omega Shenron, they wouldn't be regarded as the two worst ultra card arts in the game. Edit: I'm gonna summon for Turles.
