In California, no. No chance, ever. Once a vehicle is labeled an "offroad vehicle" all the turn signals in the world wont get you registered. The reason being is that all on-road vehicles have to be tested before introduction to the public for liability reasons, none of these offroad vehicles have been tested for onroad use.
