How high up is safe for a tsunami? Both in building floor and land elevation?

Look for local resources like tsunami inundation maps. (For example, Oregon's are easy to find.) They can show you how high to go and how to get to the nearest location at that elevation.

I don't know if this will be helpful, but in Japan, people are educated to flee to the highest possible place when a major earthquake occurs.
Based on the actual example of the Great East Japan Earthquake, a location roughly 15 meters above sea level is preferable.
However, these figures are based on the Great East Japan Earthquake, and there is no guarantee that an earthquake of a larger magnitude will not occur. Therefore, there is no guarantee that a tsunami of over 15 meters will not occur, and people in Japan are still educated that the best thing to do is to flee to the highest place possible.
According to Japanese building standards, if the first floor is located at 0m above sea level, evacuation to the fourth floor or higher is considered to be the best choice.
However, if a huge tsunami strikes, the entire building may be swept away, so it is recommended to evacuate to the mountains if possible.
