Seems the distinction between international and inland overtaking signals is not covered in the reading or explanation of rule 34. I.e 2 prolonged blast portion of the intentions signal for international

The international side of the rules makes the most sense so I tend to use the international side to make sense of the Inland side.

Please do correction in the video
One short blast to mean "I am altering my course to starboard"
Similarly in case of two short blast!

He’s reading from the Inland Rules, so he is correct. You are thinking of the International rules.
      Inland:
      * One Blast “I Intend to Leave you on my Port Side”
      * Two Blasts “I Intend to Leave You on my Starboard Side”
      International:
One Blast “ I am altering my course to Starboard”
Two Blasts “I am altering my course to Port”
