The blue sign denotes county roads, which are usually dirt. They aren't present/prevalent in all states, but I know Arkansas (live there) and apparently North Dakota use them extensively in rural areas.

One thing to know about all of the Western NC area. If you see pretty much vertical walls of rock face, you're in the area. We blew up all rocks and hills and mountains around here to make our roads. We just blew all the rocks to pieces to make our roads. Pretty great, isn't it?
BTW I live in New York and walking across a street less than 10 ft from a crosswalk is something everyone in the state does. Also yellow plates are NY plates
