The limiting factor for AI in China i feel is the govt limiting how far AI can go later down the road because China still needs to keep 1.4 billion people busy and productive and still has almost half the population to lift up. If AI becomes too advanced it'll take too many jobs and opportunities away from the society. In the US however you have less people and honestly i think the US govt doesn't really even care about the people at all just profits for their rich buddies so they keep pushing AI Even if they take all jobs. They would even rather launch UBI for the masses than give up profit making.
So laying off massive amounts of state employees still is not that much compared to the scale of jobs ai can replace in the future. If China needs to keep on top with AI that is in its interests but keeping the majority of the people employed is also in it's interests otherwise there will be mass instability.
