I really love how slowly and methodically Rattigan’s plan plays out. Most Disney villains outright state their intentions in the beginning, but we don’t know the full extent of Rattigan’s ambitions until this scene.
I love how much fun Basil is having in this scene. Most heroes in kids' movies don't get to have devious fun when taking down their respective villains; the heroes beating the villain are usually fighting back out of fear, duty or determination but they're not generally "enjoying" it. Basil is so gleefully happy at being able to best his rival and we love to see it!
Much like Sherlock on whom he’s based, Basil isn’t motivated by morality or doing good, he’s in it to stroke his own ego and taking down his rival, and this is just the ultimate payoff for him.

Fidget has made it to the edge of the balcony where Felicia was sitting below waiting patiently Toby has made it to the palace and holds his nose to a ledge where Basil Katie Olivia and Dawson race though in a-mouse hole. Fidget now has the queen held over his head and Felicia’s jaws are open. Fidget:( straining) nuts open wide. Basil and the others race down the hallway. fidget:(chuckles) bye bye just as fidget was about to throw the queen over Basil grabs her. Fidget falls and attempts to fly away from Felicia who was unintentionally attempting to eat him instead of the queen. He manages to cling to the edge of the balcony and was trying to avoid Felicia’s jaws.

It's common for films to recycle different noises. I believe there are actual libraries filled with tapes and digital copies of sounds specifically for movie makers to go through and put in their films.
Even the thunder itself is used in a lot of Disney animated films.

I don't know why, but seeing Ratigan call the elderly, infirm and children "parasites and sponges", was just so funny to me as a kid.
I loved the queen robot turning agaisnt him. Does Felicia survive? If fidget threw the queen in Feleicas mouth how would she fight her way out? Felecia being trained to eat mice was like Sykes snapping his fingers to make his dogs attack.

Parallels, yes. But considering how that would make the Queen mouse 78 years old, the parallel is not complete in some places, which may or may not include the style of monarchy. Either way, mouse parliament is definitely not mentioned explicitly as one or the other.

Fidget has made it to the edge of the balcony where Felicia was sitting below waiting patiently Toby has made it to the palace and holds his nose to a ledge where Basil Katie Olivia and Dawson race though in a-mouse hole. Fidget now has the queen held over his head and Felicia’s jaws are open. Fidget:( straining) nuts open wide. Basil and the others race down the hallway. fidget:(chuckles) bye bye just as fidget was about to throw the queen over Basil grabs her. Fidget falls and attempts to fly away from Felicia who was unintentionally attempting to eat him instead of the queen. He manages to cling to the edge of the balcony and was trying to avoid Felicia’s jaws.
