It is not "the Jura" just only Jura ! THE Jura is the Mountain Range (giving the name to the Canton)coming from France makes the Swiss/French border for around 150km , then enters Switzerland , separates Basel from inner CH and ends somewhere in northern Aargau.
Ticino is by no means poor. It is one of the best places for rich people to live(what many do) the high valleys have to suffer from loss of inhabitants,true, but the canton itself is very well off. Same is the case for Valais/Wallis. You are aware you speak here about 2 of the most famous Tourist destinations in the world ?!
Jura would probably be better off today if its population had not insisted on separating from canton Bern.The canton Jura was established in 1979 only.

Basel is 30 to 60km away, depend where you are in Jura. There is a connection by Freeway, no problem !
Average unemployment is actually around 3,5% over all in CH (in case you do not know , which ,I think is highly likely, CH is Switzerland😉)
