Not sure if thats a New York thing, but here in Texas, any registered emergency vehicle can and usually does have red, white, and blue in all directions, just depends on the department.
Where I am from Volunteer Firefighters & EMS/EMT POVs have Red, White & Amber Lights. All Police Vehicles including the Unmarked Vehicles have Blue & Whites.
@@Lapis-4520 Here in Kansas its red and blues for police unless its a retro edition then it can be blues or all reds but the small lights that is not on the main lightbar has to be red and blue and fire dept can be all reds, red/white/blue, Red and Blue, Reds with 1 blue and for Tow trucks, State Roadside are red and blues or amber.

illegal blue forward facing lights on PD vehicles. only vehicles that can have blue forward facing lights are volunteer firefighters on their POVs

why does esu respond so often
They have a lot of gear on the truck YPD also responds with the SUV’s as well but they use the ESU’s a lot
