Because he struck a power line and caught fire. The electricity was causing his muscles to seize up so he couldn't move.
Same thing applies to most electrical shocks. If the person is unable to move away from it, they need to be pushed or pulled away from it. Most of the time, use something that doesn't conduct electricity to do it.
