There is no formal waterfall development methodology. The term is used by so called aglie experts to describe their perception or misunderstanding of SDLC. The waterfall is reiterated at each step to produce desired outcome which not always 100%. Usually at 70% the prototype start for proof of concept, and cycle back until stake holders sign off before moving on. However, this does not mean the phase is complete. There's much more. The agile promoters could never get it right before, they come up with new labels for the same old stuff.

My understanding is that OOP requires employees to be able to work on a specific segment of the project. Waterfall Model requires everything to be planned and any segment of the program can only be modified after the testing phase. This means if a few members of the team realize there are some design issue with a particular segment, they will have to hold it off until the entire program is done to implement those changes.
