About five seconds after I increase the water level, two strange textures form at the poles and move downwards until they converge at the equator, leaving the planet darker in coloration and completely without water, even though I am well below the boiling point and have a sea level of several kilometers (usually about 70% the value of the elevation span). Do you know of any way to work around this?

I think you can make a habitable planet on any star with the planet being placed in the habitable zone depending on where it is, cause didn’t you make a habitable planet around Stephenson 2-18?

Your restrictions on the characteristics of a habitable planet is too unrealistic. They could be from 0.1 to 2 earth masses, the rotation could be from 12 hours to 100 days (Or even tidally locked), the star can be from G0V to K2V, the tilt cannot be too little, or you will get ice ages (ice ages on earth occur when the earth's tilt is at its minimum, or about 22.5 degrees), or too much, as the temperatures would vary too much and too often for life to survive and adapt. The average temperature and the maximum temperature must be between the freezing point and the boiling point of water, so water will be liquid (note that I did not mention the minimum temperature, as on earth that's the only part of its temperature range that is outside the liquid range of water at standard pressure (1 bar or one atm). Also moons can be very close and not cause issues. If you put one at 100000 km, assuming its of similar mass to earth, and the moon and planet would tidally lock to each other, and since the moon is so close, the orbital period of the moon, and hence the day cycle of both objects, would be less than 10 days.
The moon being so close would not cause huge tides because they are tidally locked to eachother, so local sea levels would not rise and fall constantly.

I don't know if it's icy or not, but it dries up all the water on the planet.

Yeah you can go in to tools at the bottom and select planetscaping and draw your own landmasses

The gravity of your star is to much, try placing your moons closer the the planet
the star could have too much mass
How did you remove the rings?
ctrl z will undo what you just did
Alternatively, you can select your object and hit ctrl s to save it, then place it in the system again and it won’t have rings.
