It's foreshadowing that Poweder COULD invent Hextech in this universe herself or it's an acknowledgment that she's willing to let it go and move on. She realized over the course of the episode that Ekko wasn't quite who she though he was and the whole thing was about getting closure on something Ekko can never have himself, a life with Powder because in his universe Powder is gone. The blue rose pendant with their faces on it is an indicator because blue roses don't occur naturally in nature they need to have their DNA altered by man or by dyeing them, their love is unnatural, the french song (Ma Meilleure Ennemie) roughly translates to something like "My greatest friend and my worst enemy", but the song is in French because words in French are more ambiguous than straight up English and can carry many meanings
I thought the ones that Powder had was the one she was holding when I died. The flashback of the job showed powder holding by and crying, but also in her hand was a clump of hex tech. What Ekkoo pulled from the job was a fraction of what Powder has been keeping in her drawer for years?
