I'm the weird person who actually likes a good amount of the Keroro themes, #41 is actually one of my top ones. It also helps that they're really nostalgic to me since it's one of the first series which made me look into the Japanese OPs and listen to them. In a way I'm happy by how high GaGaGa SP ended up, but I guess a lot of factors went into that including the rather low averages for most of the list. I'm also glad #12 isn't that low, that was also one of my favorites back then when I first discovered the series. I seriously thought #10 was going to be #1, that really surprised me, I guess I was misled by you liking that song and thinking that everyone else also did. #5 was my second guess for #1, the JAM Project themes for Keroro are more of a miss for me, they feel less inspired than their usual output imo. #4 isn't something I thought was going to be at the lowest but I also didn't expect it to be so high, to me there's not that much difference between them and GaGaGa SP but everyone seems to hate the latter.
#1 sounds good BUT it doesn't suit the show, so that's where i would dock it points. so with that in mind, personally i think #4 (OP 3), #5 (OP 9), #14 (ED 5), #15 (OP 2), #16 (ED 4), #19 (ED 1) are the best of the bunch and i would even give last place #41 (OP 8) its flowers just because of how chaotic it is and how it suits the show also i have no clue why but i have a soft spot for #12 (OP 4) so i would put it super high up too

Favorite is probably ED5 (Kokoro no Mondai) or OP3 (Kimi ni Juice) Heck, OP2 by GagagaSP is probably my favorite song by them because at least it's appropriately insane.
