If my memory serves me correctly...the building this person is in front of @ 21:18, was the building where they shot the season of "The Real World: Seattle" in. The apartment was down at the end of the building, closest to the waterfront.

You’re definitely in the minority. Just the intense low frequency noise that emanated from that two level elevated freeway was oppressive at street level. You couldn’t have a conversation without raising your voice. Getting rid of it has made a world of difference.
