They need to stop working service enlisted personnel 18 and 20 hour shifts. If not you risk life threatening disasters, this is where A.I. should be developed for the services . Reduce the physical load as much as possible . Restructure jobs so experienced people can stay in longer with out having to clean toilets after 3 or 4 combat tours . No one in authority has learned anything in over a hundred years on positive changes to running our military.
