Yes You can, but your item table is dependent on header table, so system will not allow you to insert the data through maintenance view stating that the entry is not in header table. If you want to do this, you need to make header as dependent on item and that is wrong based upon our requirement.

Sir pre-requisite is not more than one record or not more than the primary key in the secondary table?
Not more than one record for a particular test case- means for order number 1 , only 1 record, for order number 2 only one record etc.
