SoumitDa I kind of disagree with you... In almost all countries trains are fully Air Conditioned... Air conditioning is not an luxury anymore but an necessity... Just look 20 years back not many trains were AC... Most ordinary trains either had 1 to 2 AC 3-tier and rest of the train used to consist of Sleeper or Non AC First Class... 10 years ago , ordinary train used to have mostly Sleeper and with some AC 3-tier and a AC 2-tier... Now trains are mostly AC 3-tier with some Sleeper, AC 2-tier and Half AC 2-tier and Half AC First Class... So 10 years from now we will not be needing Non AC coaches... ( Since GDP of India will be doubling in next 10 years )... Not to forget Budget AC trains can also be put into service...

Pre 2010 lhb shatabdi coaches have a charm though, I've often been on Mumbai Ahemdabad shatabdi which mostly consists of 2008 manufactured lhbs, i can't explain but those coaches somehow have a complete different charm

Can a poor man expect fares to be reduced for the AC coaches that replace non AC sleepers then? And if fares are reduced can the govt recover enough funds to maintain those AC coaches in a neat and functional manner? Because reality ye hai ki aaj bhi gareeb admi ki income inflation ke maamle mein nahi badhi hai. Kya hamare working class ki economic haalat itni improve hui hai ki a migrant labourer afford to travel back from big cities to his home states in AC coaches? A country's image is preserved when we can provide affordable amenities to every citizen possible. Problems ke upar parda daalne se problems chali nahi jaati sirf temporarily chhup jati hai.

Bhai aap bolte ho world class ban raha hai but vo facilities sirf desh ki 10-20% janta afford kar payegi. 20% janta ko facilities de ke chaati fod ne ka kya fayda jab railways ki basic amenities jo gareeb sabse zyada use karta hai uss mei abhi bhi improvement nahi hai.
It's really unfair for the poor and the people from the lower income side of the country that sleeper coaches are getting reduced.
Maybe the reason for this is us, we indians. Although every train coaches and railway station are provided with ample amount of dustbins and sanitary stations, we still love to throw things in the railway tracks making it dirty and problematic for the workers when they work and repair and upgradation of the tracks.

It is about real-time education, duty towards public facilities and etc.
