To paraphrase (which is weird to do when it's a written statement-but it looks like you need it to be simplified): He is saying that Rodigan has earned the respect from those in the reggae culture and more expansively the black community. some people in the black community might not know who Rodigan is, but that doesn't make him any less respected by the “black race"... Black people populate all corners of this Earth... East and West Africa does not speak for reggae culture nor does it negate Rodigans reverence for this distinctly black cultural identity. No person in any community especially a black person could watch this video and see anything but a man that loves and respects a culture and music that came from the black diaspora in the west indies-- which originated and evolved completely separate from the continent of Africa. His respect for the culture is reciprocated by that culture accepting him and respecting him. So explain to me what West or East Africans have to do with Reggae and Rodigan? funny tho, I spent 10 years knee deep in reggae back in late 80's and 90's - dropped in to listen to this and hey, like I'm right back there. Good for sure, but also asking myself what on earth has changed? I've since been through harcore, jungle, drum & bass, nu-jazz, breakbeat, hip hop, techno, dubstep, tech-house, prog trance, prog house in the last 20 years... where has reggae really gone? Seems it's the same old 'ting!
