Basically the bottom jaw isn't built into the rest of the head, rather they use a sort of hinge system and position the lower jaw so their chin rests on the back of it, thus opening it when they open their mouth. Most furries with foam base heads just use an elastic structure sewn on the inside of the head to do this, while suits with resin base heads or heads with a harder structure inside actually make a proper hinge out of a hard material (metal, resin, hard plastic, etc.) and a spring.
