It no longer says in the Penal Code that you actually need to display a license plate, and so I dont think many officers enforce it anymore. That bike probably asked some other unit to provide the penal code and they couldn't so didnt get cited. Its a little unclear honestly.

One thing I've wondered about is them giving tickets to bikes because they don't have a license plate showing when the model doesn't allow for a plate. If they have a plate on record for it but the model doesn't allow for one why not just RP it being there or something.
